Street-churning development is remaking North Little Rock's downtown, but its historic Park Hill neighborhood is generating interest by relying on old-fashioned charm, affordable housing and an infrastructure touch-up.
Those three factors, business and civic leaders hope, will take the tree-canopied neighborhood out of the shadows of Little Rock and imbue it with a new sense of vitality by attracting new businesses, residents and respect.
"We really want to pattern Park Hill after what The Heights has done," said Terry Hartwick, president and CEO of the North Little Rock Chamber of Commerce. "The Heights really took off, and Park Hill is about to do the same ? quaint shops and quaint restaurants are coming."

Hot Springs, Ark. - Crye-Leike, Realtors' Hot Springs branch office is now in a better position to serve Garland County's real estate needs with its recent move into a new $1.5 million state of the art facility, announces Bob Benscoter, managing broker and sales manager of Crye-Leike's Hot Springs branch office.
The office moved its current sales force of 45 sales associates in April 2004 into a new company-owned business park, located at 1420 Central Avenue, on the most popular corridor of Hot Springs and approximately 1.5 miles north of Oaklawn Race Track.
The new Crye-Leike Hot Springs office occupies 6,000 square feet of the 13,000 sq. ft. strip center, leaving enough room to expand its sales force to 60 seasoned agents, notes Benscoter. Little Rock, Ark.. - Crye-Leike, the nation's 10th largest real estate company, reports brisk across-the-board sales activity due to low mortgage rates as disclosed in its first quarter sales report.
"The improving economy, along with record low mortgage rates, has helped fuel the record sales levels," says Chief Executive Officer Harold E. Crye. "The National Association of Realtors predicts that historically low mortgage interest rates will dominate again this year, which will help to keep Crye-Leike's sales strong and very close to last year's record of $3.66 billion."
Memphis-based Crye-Leike, Realtors says its sales volume in the first quarter of 2004 was up 20.7 percent over the same quarter a year prior. Sales for the first quarter totaled $833.48 million, up from $690.51 million in the same quarter last year. Units sold totaled 5,707, up 16.6 percent compared to 4,895 a year prior.
